<p><P>PROBLEM TO BE SOLVED: To solve problems of noises when a braking force for blocking movement of a vehicle is held at the time of stopping the vehicle and the braking force held at the time of starting the vehicle is reduced. <P>SOLUTION: Electromagnetic valves 80, 90 are installed to brake liquid pressure passages 74, 75 connecting a master cylinder 73 with a plurality of wheel cylinders, namely calipers 76. At the time of stopping a vehicle 1, the electromagnetic valves 80, 90 are closed, so that a braking force for blocking the movement of the vehicle 1 is held in the brake liquid pressure passage on the wheel cylinder side. On the other hand, when the vehicle 1 is started, the electromagnetic valves 80, 90 are opened, so as to reduce the held braking force. At that time, the electromagnetic valves 80, 90 are duty-controlled, so as to gradually reduce the braking force. When the held braking force is large, a controlling frequency of the duty control is lower than that when the force is small.
