PROBLEM TO BE SOLVED: To prevent deterioration of the fixability of toners and to also prevent waving and wrinkling of a printing medium due to partial shrinkage of the printing medium and shrinkage of toners in a molten state, with respect to an image forming apparatus and an image forming method in which toner images corresponding to respective toners of a plurality of colors are transferred onto a printing medium by an electrophotographic process and fixed by flashing of a flash lamp. SOLUTION: In the image forming apparatus 11, 12 in which toners of a plurality of colors are arranged on a conveyance path of a printing medium such as paper 20, and toner images corresponding to the respective toners are transferred onto the printing medium, melted and fixed by flashing of a flash lamp to form image data on the printing medium, the toner images are fixed in the order of increasing absorptance to light of the flash lamp or in the order of decreasing reflectance to light of the flash lamp.
