PROBLEM TO BE SOLVED: To provide inexpensive lightweight cellular concrete free from the deterioration of the lightweight and excellent heat insulating performance which the lightweight cellular concrete has, unnecessary for being coated, capable of securing water resistance with simple coating even if being coated and using a small quantity of a water repellent agent, and to provide a method of manufacturing the same. SOLUTION: In the lightweight cellular concrete, the contact angle of water with the cut surface vertical to the surface of the lightweight cellular concrete is 100-130°and a steam adsorption quantity in the relative pressure of 0.95 by the steam adsorption isotherm measurement at 25°C is 70-120 mL/g.
