PROBLEM TO BE SOLVED: To realize a radio communication system which can execute a hand-off between access points by simple procedures. SOLUTION: First random numbers are stored in an authentication information storage means of an authenticating server correspondingly to an identification number of a radio communication terminal at the time of first authentication. When the radio communication terminal is handed off, a password and the first random numbers are acquired from the authentication information storage means on the basis of the identification number transmitted from the radio communication terminal to generate a new encryption key on the side of the authenticating server, and a new encryption key is generated in the radio communication terminal, and an access point being a hand-off destination authenticates the radio communication terminal on the basis of these two encryption keys. Thus calculation processing of response values is omitted to simplify authentication procedures, so that hand-off between access points can be quickly executed by simple procedures.
