PURPOSE: A monitoring device for defining a protocol function of a communication apparatus by a user is provided to enable communication by only writing a communication frame of a control apparatus while setting transmitting/receiving blocks to be communicated in a serial link setup apparatus, and by transmitting the set blocks to a monitoring apparatus to store the blocks, thereby reducing time and cost. CONSTITUTION: A CPU(10) controls a monitoring device. An O/S unit(11) patches a control command of the CPU(10), and stores a program operated according to the patched control command. A memory(14) stores data and information. A display(12) displays results operated in the CPU(10) and data stored through communication on a screen. A flash memory(20) stores a file where a frame to be communicated by a user is prepared.
