PURPOSE: A method is provided to achieve improved magnetic characteristics and allow for mass production by producing a hard ferrite by using a mill scale having improved oxidation properties. CONSTITUTION: A method comprises the steps of primarily crushing a mill scale where foreign substances are removed; mixing the mill scale with an oxidizing agent; oxidizing the mill scale powder where the oxidizing agent is added; secondarily crushing the oxidized mill scale into a predetermined fineness; and mixing the crushed mill scale with a strontium carbonate or barium carbonate, and performing a calcination process to the powder mixture.
