PURPOSE: Provided is an anion-emitting mat, which solves the problems occurring in conventional mats manufactured in such a manner that fillers are enclosed in a cover by using a solid structure, and thereby preventing dust incorporation and bacteria inhabitation. CONSTITUTION: The anion-emitting mat is manufactured by the method comprising the steps of: mixing 7g of monazite which is an anion-emitting mineral, with 500 g of urethane; agitating the mixture for a suitable time; introducing the agitated liquid material into a mold; and aging the material at 36+/-3 deg.C. The monazite comprises 4.10 wt% of La2O3, 8.00 wt% of CeO2, 55.00 wt% of ZrO2, 0.26 wt% of Fe2O3, 4.20 wt% of Nd, 1.20 wt% of Pr, 1.00 wt% of Al2O3, 12.00 wt% of SiO2, 0.60 wt% of P2O5 and 10.44 wt% of other oxides.
