PURPOSE: A high-voltage generator and a controlling method thereof are provided to reduce a period necessary for a boosting voltage level by preventing an influence of a stabilization period of a previous boosting voltage to a next boosting voltage. CONSTITUTION: A high-voltage generator includes a first boosting voltage generator, a pumping clock controller, and a second boosting voltage generator. The first boosting voltage generator(310-1) is used for boosting a supply voltage according to a pumping clock to generate the first boosting voltage. The pumping clock controller(330) is used for sensing a stabilization period of the first boosting voltage and delaying the pumping clock as much as the stabilization period of the first boosting voltage. The second boosting voltage generator(320) is used for boosting the first boosting voltage according to the delayed pumping clock and generating the boosting voltage higher than the first boosting voltage.
