PURPOSE: A punching tool having a reusable neutral structure group is provided to compact the structure and production and to reduce the time for manufacturing by making a punching tool regardless of a specific work. CONSTITUTION: A punching tool(1) has a lower tool(3) divided into a lower tool base plate and a lower tool operating unit. The lower tool base plate has a receiving surface. Plural lower tool operating units having uniform base areas are placed on the receiving surface. The divided space between the lower tool base plate and the lower tool operating unit is constant. Specific designs of all works exist in the lower tool operating unit.
