PURPOSE: A method and a device for certification, an ID card or a card recording the certification information, and the device and the method for issuing the same are provided to perform the certification based on the 2D(Dimensional) barcodes recorded in the ID card and the biometric certification information by recording the 2D barcodes encoding the biometric certification information to the ID card. CONSTITUTION: A 2D barcode reader(314) reads the 2D barcodes recorded on the ID card or the card. A biometric certification information reader(312) reads the biometric certification information of a certification target. A controller(302) performs the identification by recovering the certification information as decoding the 2D barcodes and comparing the biometric certification information read from the certification target with the biometric certification information included in the recovered certification information.
