PURPOSE: A device and a method for programming a memory device installed to a PCB(Printed Circuit Board) are provided to solve a trouble for classification and storage, and easily modify a ROM program by transmitting/storing the needed data/program to the memory device installed to the UUO(Unit Under Object) after obtaining a control authority for the UUO by a BST(Boundary Scan Test) device. CONSTITUTION: The UUO(50) is equipped with the memory device such as a flash ROM(52) or an EEPROM(Electronically Erasable Programmable ROM)(53), and a CPU(51). A BST control board(60) is equipped with a BST port(62) forming channels(62') in order to perform the BST for the memory device on the UUO and separates the control authority from the CPU of the UUO. An interface board(71) is equipped with an interface card(72) connected to an adaptor(63) of the BST control board with a connection cable(91) and transmits the program data for the memory device. A ROM write cable(93) enables the writing for the memory device by connecting an I/O port(61) of the BST control board and the UUO.
