PURPOSE: A mobile communication system having an informing registration function and its method are provided to allow a user to quickly input a voice and a text message in an urgent situation. CONSTITUTION: On the assumption that a destination mobile terminal is turned off and a battery is used up, when an origination mobile terminal generates a call connection request signal to the destination mobile terminal, a mobile communication exchange attempts a call connection to the destination mobile terminal. If the call connection is failed, the mobile communication exchange transmits an announcement to the origination mobile terminal. When a pager function select code and a voice message or paging phone number data are transmitted from the origination mobile terminal, the mobile communication exchange stores them in a database. When the mobile communication exchange confirms connection with respect to the destination mobile terminal, it extracts the voice message or the paging phone number data from the database and transmits it to the destination mobile terminal.
