PROBLEM TO BE SOLVED: To improve unwinding performance by controlling the entire winding density of a winding package to be constant. SOLUTION: A filament winding device forms the winding package 3 by winding fed filament Y onto a bobbin 31 while traversing by a traverse device 1 equipped with a control device 5 for controlling traverse speed in reciprocating a traverse guide 15, and a winding package driving device equipped with a control device for controlling the winding speed while rotationally driving the winding package 3. The winding density of the winding package 3 is detected, and based on deviation between the detected winding density and the predetermined winding density of the winding package, either one or both of the traverse speed and winding speed of the filament Y are controlled to change a twill angle.
