PROBLEM TO BE SOLVED: To provide a test apparatus and a test method for a network management apparatus whereby the network management apparatus can efficiently be tested. SOLUTION: In a transmission apparatus simulating function section 5, a reply condition storage section 7 stores a decision condition of a reply with respect to a data request command from the network management apparatus 1, a default reply value storage section 8 stores a default of a value of data to be replied, a test procedure storage section 9 stores a test procedure with respect to the network management apparatus 1, and the transmission apparatus simulating function section 5 decides reply data with respect to the data request command from the network management apparatus 1 and transmits the data to the network management apparatus 1 on the basis of them. Thus, the test apparatus 2 can easily generate the reply condition and define a transmission pattern corresponding to test items and execute testing of the network management apparatus 1 on the basis of a test specification.
