PROBLEM TO BE SOLVED: To provide a method of manufacturing a plasma display panel in which low resistant wiring having high alignment accuracy necessary for a high definition color plasma display and low wiring resistance is simply formed at low cost while luminescent characteristics is kept high. SOLUTION: This method of manufacturing comprises a first process for forming a negative pattern mask 500 on a glass substrate 101; a second process for forming a transparent conductive film 110a in a region where the negative pattern mask is not formed; a third process for partially forming the low resistant wiring 112 in a region containing a wiring pattern so as to pile up on a part of the region where the transparent conductive film is formed; and a fourth process for removing the negative pattern mask, and an electrode 110 comprises the transparent conductive film 110a and the low resistant wiring 112.
