PROBLEM TO BE SOLVED: To efficiently utilize a laminate process in terms of a fixing device for applying a laminate to the surface of printed matter after printing. SOLUTION: A fixing treatment is applied only to an area with an image by a fixing means, a carrying means and an image forming means; the fixing means is used for fixing a transparent protective layer to an image area part of a recording medium with the image by using a film all over which the transparent protective layer is bonded; the carrying means is used for carrying the film and turning it in the reverse direction; and the image forming means is used for forming the image in an arbitrary position depending on an image size.
