PROBLEM TO BE SOLVED: To efficiently recover waste powder while restraining the clogging of a carrying pipe by the waste powder. SOLUTION: The waste powder including waste toner T and waste developer D is temporarily carried in a primary recovery container 110a, and the waste powder carried in the container 110a is carried toward a secondary recovery container 132 through the carrying pipe 151 while it is stirred by a coil auger 120. Since the waste powder in the container 110a is nearly uniformly leveled by the auger 120, the excessive waste powder is not supplied to the pipe 151 and the clogging of the pipe 151 by the waste powder is restrained.
