PROBLEM TO BE SOLVED: To perform a treatment for making the ground containing hazardous substances harmless by injecting an injection liquid comprising a hazardous substance cleaning agent and/or a solidifying material containing this cleaning agent into a plurality of injection points in the ground through a plurality of injection liquid feeding lines from an injection liquid pressurizing part while injection condition is wholly monitored. SOLUTION: The ground 4 containing hazardous substances which have harmful influences on human bodies and environment is made harmless by injecting the hazardous substance cleaning agent or the solidifying material containing the cleaning agent into the injection points 5a in the ground 4, and by performing batch monitoring wherein data on flow rate and/or pressure of the injection liquid are transmitted to a centralized control apparatus X1 and the injection condition is displayed on a screen of an injection monitoring panel X2.
