PROBLEM TO BE SOLVED: To provide a method for producing a heat insulating panel which does not need a change in the preparation of a resin foamable stock solution, a change in production conditions or the like and can improve filling properties only by simply improving a construction method, and an apparatus for the method. SOLUTION: In the method for producing the heat insulating panel, the resin foamable stock solution is injected and sprayed into the filling space 8 of a mold 1 becoming the outer shell of the panel to provide a heat insulating material by the foaming action of the stock solution, and the mold 1 is moved in the direction expanding the wet surface of the sprayed resin foamable stock solution.
