PROBLEM TO BE SOLVED: To provide easy-to-use and reliable apparatus for filling a sealed pouch incorporated in a cartridge strictly and accurately and venting the pouch, in effective production cost, and a method therefor. SOLUTION: The apparatus accurately delivers a predetermined amount of fluid to a vented pouch incorporated in a cartridge. Such apparatus has a rotation cartridge for holding elements that alternately positions the cartridge to either of a horizontal position for filling or a vertical position for venting.
