PROBLEM TO BE SOLVED: To efficiently perform collection, drying and recycling of wastes without working losses. SOLUTION: A vacuum drying device 1 installed in a container 2 is movably supported by wheels provided on a bottom portion of the container 2. The vacuum drying device 1 with garbage or the like charged therein in a business establishment is carried to a port by a truck or the like, and loaded in a ship 35. In the ship 35, steam produced in a steam generation line of an exhaust gas economizer 37 is used for a heating medium of the vacuum drying device 1, and the wastes are dried during the transport. When the ship arrives at a port of a place of demand, the container is carried out by a truck or the like to the place of demand together with the vacuum drying device 1, and dried feedstuff or the like can be fed at site.
