PROBLEM TO BE SOLVED: To prevent occurrence of high temperature offset by maintaining the surface temperature of a fixing roll to a specified temperature even when a series of a flow of carrying out a fixing process again after only a short standby state after completion of the fixing process is repeated for a plurality of times. SOLUTION: When a controlled state is varied from the standby state to a fixing process state, the set temperature of a thermistor 63 is changed from a 2nd set temperature a<SB>2</SB>to a lower temperature a<SB>3</SB>, then to temperature a<SB>4</SB>which is between the 2nd set temperature a<SB>2</SB>and the 1st set temperature a<SB>1</SB>, and next set to 1st set temperature a<SB>1</SB>. When the controlled state is changed again from the standby state to the fixing process state, shortly after the fixing process state is changed to the standby state, the set temperature of the thermistor is set to be the temperature between the 2nd set temperature and the 1st set temperature after the being changed from the 2nd set temperature to the lower temperature. Since it is then set to the 1st set temperature, the high temperature offset does not occur because the surface temperature of the fixing roll can be maintained at the specified temperature even when the series of flow of carrying out the fixing process again after only a short standby state after completion of the fixing process is repeated for the plurality of times.
