摘要 PROBLEM TO BE SOLVED: To provide a system for early detecting short-circuit failure in a capacitor wherein short-circuit failure due to deterioration in a capacitor is prevented. SOLUTION: When leakage current is measured, a switch control unit 2131 controls and turns off a first switch 211 and turns on a second switch 2121 according to a switch change-over signal from a system control unit 4. A monitoring portion 2132 measures leakage current in a capacitor 22, and determines whether the measured leakage current has reached a stored current value with which continuous use will lead to short-circuit failure. If the measured leakage current has reached the current value with which continuous use will lead to short-circuit failure, the monitoring portion 2132 transmits a leakage current increase signal to the system control unit 4. In normal operation, the switch control unit 2131 controls and turns on the first switch 211 and off the second switch 2121 according to a switch change-over signal from the system control unit 4.
