PROBLEM TO BE SOLVED: To provide a magnetic recording medium and a magnetic recording device in which the occurrence of damage to a magnetic recording medium during loading/unloading of a magnetic head is prevented at a magnetic recording medium side. SOLUTION: An inner peripheral section 2 and an outer peripheral part 3 of a magnetic recording medium 1, that consists of the section 2 where recording is conducted and the part 3 on which the magnetic head is loaded, are covered by mutually different lubricant 4 and 5.
