PROBLEM TO BE SOLVED: To provide a chemical solution developer which has stability equal to or better than that of the current system used and is odorless. SOLUTION: The chemical solution developer comprises a developing agent and a polyalkyleneimine-base antioxidant formed by condensation of a great number of alkyleneimine units and represented by formula (1), wherein R<SB>1</SB>-R<SB>3</SB>independently represent alkylene or R<SB>2</SB>may be H; x and y are independently an integer from 1 to 39,999; the sum total of x and y is an integer from 10 to 40,000; and amine groups in the antioxidant have been partially oxidized with hydrogen peroxide or a compound capable of generating hydrogen peroxide, prior to introduction of the developing agent.
