PROBLEM TO BE SOLVED: To provide a flat panel display in which a further reduction of power consumption can be realized while keeping the advantage of a plasma display panel. SOLUTION: The plasma display panel is formed by arranging cells 10 as a component in matrix form. The cell 10 comprises an electron source 12 having a structure laminating a lower electrode 18, a tunnel insulating layer 22, and an upper electrode 32; a positive electrode part 34 having a structure of laminating a front plate 36, and a positive electrode 38 facing the upper electrode 32 of the electron source 12 so as to oppose the electron source 12; a gas enclosing part 42 formed by a partition wall 44 arranged between the electron source 12 and the positive electrode portion 34 in which a gas capable of emitting ultraviolet ray by imposing excitation energy is enclosed; and phosphor layers 40a, 40b formed on the partition layer 44 forming the gas enclosing part 42 and on the inner surface of the positive electrode 38.
