PROBLEM TO BE SOLVED: To rapidly and accurately perform work and operation related to not only the elevation of a bed with a load, but also the maintenance of the load mounted on the bed at a position suited for work posture and work such as the treatment of the load, handling work, packing, and bag-mouth closing in a lifter of a compact floor installation type used for raising a load such as a rice bag. SOLUTION: The elevation controller of the lifter raises the load 2 that is elevated and guided to a lift frame 1 by load weight detection at a lower-limit position, and is composed by providing a pedal 3 for raising and operating the load 2 to the lower work side of the lift frame 1.
