PROBLEM TO BE SOLVED: To provide a monitoring system employing a compressed image transmission system for realizing a pleasant remote control environment by automatically revising an image compression mode again, unlike the prior arts wherein an image compression mode providing a shorter delay time should have been selected every time a remote operator controls the universal head of a supervisory camera. SOLUTION: The image transmission system maintains an image compression mode for minimizing a delay time when a transmission interval of a control signal to control a monitoring television camera and the universal head is within a prescribed time, and controls so as to switch the mode to an image compression mode before performing the control of the universal head as its control when the transmission interval exceeds the prescribed time.
