PROBLEM TO BE SOLVED: To accurately measure a capacity of a primary battery used for various kinds of electronic equipments, and to reduce consumption in the battery capacity consumed in the battery capacity measurement to a very low level. SOLUTION: An operation current value of the equipment operated using the battery as a power source, and the minimum voltage value for ensuring an operation for the equipment are stored in a storage means, the battery is connected temporarily to a load to measure respectively a release battery voltage before discharge and a closed circuit battery voltage, a differential voltage therebetween is divided by a current flowing in the load to calculate an internal resistance value. The capacity of the battery is determined to display the battery capacity, based on an estimated battery voltage estimated when the equipment is used, using the operation current value of the equipment stored in the storage means, and based on the minimum voltage value of the equipment stored in the storage means.
