摘要 PROBLEM TO BE SOLVED: To provide a water shield structure of a waste disposal place in which a working cost of a protective mat and a water shield layer is reduced by forming a conductive water impermeable layer on the protective mat, and a broken part is detected with improved detection precision by improving the surrounding conductive environment for a detection electrode of an electrical broken part detection apparatus as the water shield performace is improved by protecting the spreading of leakage of exuded water and the flow-out to the outside when the water shielding sheet is broken, and to provide a working method of the same. SOLUTION: The water shield structure of the waste disposal place in which the broken part is detected is provided with the water shield sheet 3, the protective mat 2 and a protective soil layer 5 successively laminated on a base 1 of the waste disposal place and the electrical broken part detection apparatus. The conductive water shield protective mat 2 arranged on the water shield sheet 3 is constituted of a conductive water impermeable gelated material layer 6 composed of a flexible member capable of being impregnated with a solution, the activated silica colloid solution to be held in the flexible member and a gelating agent for the activated silica colloid solution and the detection electrode 7 of the electrical broken part detection apparatus arranged in the conductive water impermeable gelated material layer.
