PROBLEM TO BE SOLVED: To provide an inexpensive oil capturing separation tool for water and sea water industrially utilized with high certainty, and a system. SOLUTION: In the tool for capturing the oil in water, foamed granular plastic having particle diameter of 10 mm or less having lipophilic property and water repellency is included to a cylindrical shape and a bag-like shape by a lipophilic fabric. In the oil separation apparatus for continuously and industrially capturing and separating the oil in water and sea water utilizing a descending flow passed from an upper part of a tower using the same granular plastic foam as a filling tower system separation filter medium and utilizing buoyancy of the granular plastic foam and the oil.
