SOLUTION: This hair cosmetic composition for suppressing the cuticle lift up of hairs caused by the anionic surfactant is characterized by containing a buffering substance and the anionic surfactant, and using a substance capable of maintaining the pH of a system at 3.5-5.5 as the buffering substance.
