PROBLEM TO BE SOLVED: To provide a hydraulic composition, whose fluidity is excellent and small in change with time even when used for mortar or concrete. SOLUTION: The hydraulic composition includes: portland cement, in which the ratio of hemihydrate gypsum to the total amount of dihydrate gypsum and hemihydrate gypsum is≥70 mass% in terms of SO<SB>3</SB>and the content of the hemihydrate gypsum is > 1.2 mass% in terms of SO<SB>3</SB>; a polycarboxylic acid-based water reducer of high performance; and water. As the portland cement, the portland cement that contains 5-15 mass% of 3CaO-Al<SB>2</SB>O<SB>3</SB>is preferable in the view of improving the fluidity and the strength developing property of mortar and concrete.
