PROBLEM TO BE SOLVED: To provide a winding device capable of continuously adjusting applied voltage to a torque motor, suppressing occurrence of sharp torque change, and contributing to improvement of accuracy of winding tension. SOLUTION: In an inverter control part 41, a basic pattern represented as a voltage command that continuously increases to target voltage inputted from an operating panel 19 is generated in a basic pattern computing part 51. When an operation command is inputted from the operating panel 16, the inverter control part 41 stores the basic pattern in a second operation command judgement part 55, and controls the applied voltage to the torque motor 8 to be directed to the target voltage on the basis of the voltage command sequentially read out from the basic pattern according to elapse of time.
