<p><P>PROBLEM TO BE SOLVED: To provide a mobile communication adaptor to economically constitute a mobile communication system requiring hand-over such as a PHS using a broadband IP network. <P>SOLUTION: An IP network 11 is provided with a server 10 and is connected with PHS adaptors 13a, 13b, 13c and PHS base stations 3a, 3b, 3c via communication channels 12a, 12b, 12c.
