PROBLEM TO BE SOLVED: To efficiently access a difference data concerned in road data update, and to allow normal navigation processing even when reflecting the difference data onto an original road data. SOLUTION: This difference update data preparing device is provided with the first preparing means for preparing the difference update data including one road data indicating a new road updated using the road data as a reference and a junction thereof, and the same road data same to other road data indicating an existing road connected to the new road and the junction thereof and a junction thereof, in the plurality of road data for the navigation indicating the existing roads and the junctions thereof and based on a prescribed format, and the second preparing means for preparing a merge data for specifying a correspondence relation of the difference update data to the plurality of road data the road by the road or the junction by the junction, including a delete flag to delete the other road data from the difference update data in navigation processing.
