PROBLEM TO BE SOLVED: To provide a water-base adhesive which is excellent in e.g. protection of global environment and which is improved in at least one of features, i.e. stable development of tackiness and having both good workability and persistent adhesiveness as compared with previous water-base adhesives. SOLUTION: The water-base adhesive contains an ethylene/vinyl acetate copolymer emulsion (A), an anionic urethane resin emulsion (B), and a water-soluble urethane resin (C), wherein the content of the water-soluble urethane resin (C) is 1-50 pts.wt. based on 100 pts.wt. total solids of the emulsion (A) and the emulsion (B). It is desirable that the water-base adhesive is used as a principal component and blended with a curing agent (D) comprising a compound having two or more functional groups capable of reacting with an acid group and/or a hydroxy group.
