PROBLEM TO BE SOLVED: To construct a radio network system that attains a reduction in power consumption and improves a security property. SOLUTION: A transmission output of a currently attached fixed station AP-1 is increased just before a fallback that deteriorates a propagation state and sequentially lowers a communication speed is carried out so as to maintain the current communication speed as much as possible. In addition, the other fixed station AP-2, etc., is simultaneously retrieved, and a communication speed with the fixed station AP which has responded is calculated. If a transmission speed higher than that of the currently attached fixed station AP-1 is obtained, the attachment to the current fixed station AP-1 is released, an attachment attempt is made to the new fixed station AP-2. The fixed station AP-2 which has received notification of an attachment release controls output power of a radio wave so as to be made small to the extent that communication with another mobile station STA belonging to the fixed station AP is possible, reducing power consumption.
