PROBLEM TO BE SOLVED: To detect a high load state of a computer for executing tasks. SOLUTION: When a task 34-1 to be periodically started at the highest priority is started, a monitoring part 38 determines whether a task 34-n to be started at the lowest priority is started once and more in a period from the preceding start of the task 34-1 up to the present start or not. When the task 34-n of the lowest priority is started, the monitoring part 38 resets the number of errors in an error counter part 42, and when the task 34-n is not started, adds one to the number of errors in the error counter part 42.
