COMPRESSION ENCIPHERING DEVICE AND EXPANSION DECODING DEVICE

PROBLEM TO BE SOLVED: To reduce the processing load or processing time required for compressing and enciphering data.

SOLUTION: Data to be compressed such as image data is divided by a block dividing section 10 into blocks having a prescribed block size. A quantization section 12 quantizes the data of each block by referring to a quantization table 14. An entropy encoding section 16 encodes the quantization result by referring to an encoding table 18 to acquire compressed data. An enciphering section 20 enciphers the quantization table 14 and the encoding table 18 used for the quantization and encoding with a prescribed enciphering method. A multiplexing section 24 compiles the acquired enciphered data, together with the compressed data, into a prescribed format.
