PROBLEM TO BE SOLVED: To solve a problem that an operator has to charge powder and grain into a hopper from a drum filled with the powder and grain by manual work because there is a possibility that a time for which the powder and grain touches open air is long and the highly active powder and grain deteriorates by such a structure that powder and grain is conventionally carried to an opening in a hopper upper part by a belt conveyor when the powder and grain is charged into the hopper. SOLUTION: This hopper charging device is constituted so that a reversely charging device 3 is installed near an opening 4 in a hopper upper part, a gripped drum D is moved above the opening 4 while vertically reversed, the powder and grain is dropped directly to the opening 4 from the drum D, and the powder and grain is charged into a hopper.
