PROBLEM TO BE SOLVED: To prevent a measuring cylinder mechanism 6 or the like from being broken in an emergency. SOLUTION: The device is so constituted that the piston and upper rod 33 of the measuring cylinder mechanism are retained at a top dead-center by actuating a lock mechanism 21 and that a lower rod 35 which elevates again, comes into contact with the upper rod 33 to upthrow it after it separates from the upper rod 33 once, if the upper rod 33 and the piston are retained at a lower position than the accurate top dead-center. Further, the lock mechanism 21 can elevate against the horizontal section 24A of a rotator and a shock at the time of the elevation is absorbed by a spring 57. COPYRIGHT: (C)2004,JPO&NCIPI
