PROBLEM TO BE SOLVED: To provide an image forming device using a laser beam element which prevents an image deterioration due to a thermal variation or the like from occurring. SOLUTION: This image forming device is equipped with a controlling means (PD analysis circuit 113) and a light modulating device (light modulation signal generating circuits 108 and 109). In this case, the controlling means irradiates laser beams (110 and 120) to a light receiving element (106) on the outside of an image region for a specified period, and performs an analysis based on the output signal. The light modulating device generates a plurality of clocks SG4 and SG5 which synchronize with each other to a reference clock SG2, and have a plurality of kinds of frequencies and the same frequency and have different phases. Then, the light modulating device controls a laser light emitting element by generating a light modulation signal from the reference clock based on the input data. The light modulating device has a delaying means (light modulation signal generating circuits 108 and 109) which sets a specified delay time for the turning off of the laser light emitting element based on a frequency which is the Nth power of 2 of the light modulation signal generated by the light modulating device.
