PROBLEM TO BE SOLVED: To provide a communication device capable of surely restricting redistribution of a content to which redistribution restriction information is imparted.

SOLUTION: When transmitting the content to which the redistribution restriction information is imparted to a communication terminal 50, a content server 10 determines whether the communication terminal 50 has a redistribution restriction function or not by using identification information included in a user agent header included in an HTTP message transmitted from the communication terminal 50. When the determination result is affirmative, the server transmits the content to the communication terminal 50 through Internet 20, a gateway server 30 and a moving packet communication network 40.
