<P>PROBLEM TO BE SOLVED: To enable, in a credit payment processing using an IC card, the reflection of the expense used to a creditable amount in the use of a credit service after deposition of the expense. <P>SOLUTION: A bank service providing management system 101 and a credit service providing management system 12 preliminarily exchange a public key. The bank service providing management system 101 stores, in response to a credit request of the expense used by credit from a user, credit data encrypted with the public key and signed with its own secret key to the IC card 110. The credit service providing management system 121 extracts, in response to a request of credit use from the user, the credit data from the IC card, verifies the sign with the public key, decodes the data with its own secret key, and temporarily reflects them to a credit information database 124.
