PROBLEM TO BE SOLVED: To enhance a correction function against image deterioration in an image subjected to decoding processing after compression encoding processing.

SOLUTION: An image adjustment processing section 704 converts an image signal subjected to the decoding processing after the compression encoding processing into a luminance signal and color difference signals, and applies multiplex resolution conversion (e.g., binomial wavelet transform) to either or both of the luminance signal and the color difference signals. Thus, part of the image deterioration caused by the compression encoding is extracted and processing to correct image deterioration is performed so that first-order differential values of signal values of high frequency band component signals of pixels causing image deterioration are consecutive by using high frequency band component signals of pixels causing no image deterioration adjacent to the extracted pixels of the image deterioration.
