PROBLEM TO BE SOLVED: To provide an information recording medium which is provided with a substrate, has an easily-magnetizable axis in the direction perpendicular to the substrate surface and records information by receiving supply of magnetic field, to provide a method of manufacturing the information recording medium, to provide an information recording medium which can more improve an SNR while forming fine projections and recessions are formed on the surface of a non-magnetic intermediate layer, and to provide a method of manufacturing the information recording medium. SOLUTION: The non-magnetic intermediate layer 12 is provided between a soft magnetic layer 11 and a recording magnetic layer 13 which are formed on a substrate 10. The layer 12 is successively made of a first intermediate layer 121, a second intermediate layer 122 and a third intermediate layer 123 from the layer 11 side. In the surface of the layer 121, a portion having physical characteristics of oxide precious metal and a portion having physical characteristics of precious metal are mixed.
