PROBLEM TO BE SOLVED: To provide a beam forming device for forming a beam efficiently in these orientations, even if the incoming orientation of an incident wave approaches, and to provide a loading controlling method related with the beam-forming apparatus. SOLUTION: The beam-forming apparatus for forming each beam for a plurality of received incident waves includes a power estimating means 11 for estimating power of each incident wave; and a steering vector estimating means 12 for estimating a steering vector of the incident wave, by using the estimated power and an intrinsic vector of the incident wave.
