PROBLEM TO BE SOLVED: To provide an aqueous sealer composition for an inorganic base material which exhibits high workability in a coating operation and high safety, is excellent in adhesion property to the inorganic base material and is interval-free, that is, has no restriction on the time from the formation of a sealer coating film to the initiation of topcoating, and a method for preparing the surface of the inorganic base material using the composition. SOLUTION: The aqueous sealer composition for the inorganic base material comprises (A) an isocyanate prepolymer containing an emulsifiable hydrophilic group and, mixed therewith, (B) an emulsion resin liquid, where the emulsion resin liquid (B) has a pH of less than 9.
