PROBLEM TO BE SOLVED: To prevent the entry of air into a steam turbine during stopping operation. SOLUTION: The steam turbine 8 is connected to a boiler 5 via a steam supply pipe 7 having a first on-off valve 6 and a condenser 12 is connected to the steam turbine 8 via a steam exhaust pipe 11 having a second on-off valve 10, and the condenser 12 and the boiler 5 are connected to each other via a pipe 13. A rotating shaft 14 of the steam turbine 8 is supported on a shaft sealing mechanism rotatably in a sealed condition. The steam exhaust pipe 11 is provided with a bypass pipe 17 in parallel to the second on-off valve 10 and the bypass pipe 17 is provided with a pressure control valve 18 for controlling pressure in the steam turbine 8. During stopping the operation of the steam turbine 8, the opening of the pressure control valve 18 is controlled so that pressure in the steam turbine 8 is set pressure higher than pressure outside the shaft sealing mechanism 15, preventing the entry of air into the steam turbine 8 through the shaft sealing mechanism 15.
